Kids Bore the Cost. Can Detroit Make It Right?

Addressing the Legacy of Educational Inequity in Detroit

For decades, Detroit's children have shouldered the burden of an underfunded and inequitable education system.

 

Detroit Public Schools Community District (DPSCD) has long grappled with financial challenges, leading to deteriorating facilities and limited resources.

 

In 2016, the state intervened with a $760 million bailout to address the district's $2 billion debt.

 

Despite these efforts, disparities persist.

 

In 2023-24, DPSCD received $27,449 per pupil, significantly higher than the state average of $15,206.

 

However, the district contends that funding remains inadequate and inequitable, citing higher levels of student needs and less general fund revenue compared to other Southeast Michigan districts.

 

Recent developments offer a glimmer of hope.

 

In August 2024, Michigan Governor Gretchen Whitmer signed a $23 billion education budget, marking a record investment in K-12 education.

 

The budget includes an additional $600 million per pupil, $134 million for student mental health and school safety, and $200 million to support free breakfast and lunch for students.

 

Furthermore, the budget allocates $130 million to expand free pre-K for every 4-year-old.

 

Additionally, the Michigan Department of Education awarded nearly $20.5 million in grants to 76 school districts, including DPSCD, to enhance mental health services and create safer, more inclusive learning environments.

 

These initiatives aim to address longstanding disparities and provide Detroit's students with the resources they deserve.

 

However, challenges remain.

 

In June 2025, DPSCD adopted a $1 billion budget for the upcoming school year, maintaining funding for existing programs and introducing new initiatives like a pilot program for high school transportation.

 

Yet, uncertainties persist due to pending state budget approvals and potential federal funding cuts.

 

As Detroit strives to rectify past injustices, the question remains: Can these efforts truly make it right for the city's children?

 

Only time will tell if these investments will translate into tangible improvements in educational outcomes and equity.
